Standing Orders

Standing Orders are the written rules of a local Council. They are used to confirm a Council's internal organisational, administrative and procurement procedures and procedural matters for meetings. They are not the same as the policies of a Council but they may refer to them.

Code of Conduct

Elected members are required to consider all matters with an open mind, in an open and transparent process free from an interest. The Herstmonceux Parish Council Code of Conduct, reflects its statutory requirement to promote and maintain these high standards of conduct as required by the Localism Act 2011.

The Code applies whenever members are acting as a Councillor or the public perceive them to be acting as a Councillor. When Councillors sign their Declaration of Acceptance of Office, theyundertake to observe the Code and uphold the 7 (Nolan) Principles of Public Life.

Herstmonceux Parish Council Financial Regulations

The financial regulations are an essential tool for local councils of all sizes. They set out the framework within which the council ensures responsible and sustainable management of the council's finances.

The financial regulations are part of a package of support that local councils receive through membership of NALC and county associations; the guidance's and tools are written by experts in the local council sector to help local councils keep up-to-date with legislation and best practice.

Risk Management Scheme

The Parish Council's Business Risk Management Scheme offers a systematic general examination of working conditions, workplace activities and environmental factors that will enable Herstmonceux Parish Council to identify potential risks it may face and offers all practical steps to reduce or eliminate the risks, insofar as is practically possible, whilst accepting that some risks can never be fully eliminated. This Risk Management Scheme will be updated and re-adopted at least annually, or sooner when a new risk may be identified.

    Herstmonceux Parish Council's Business Plan is a working document that reflects local priorities for growth and development, to given direction to council activities for the foreseeable future, and beyond.

    The Council works hard to ensure that public facilities and services are maintained and improved. Council know that some of these improvements can be realised from the income raised by our District Authority through Community Infrastructure Levy (CIL) funding which is charged against housing development. For this reason, the Council have developed their 3-Year operational Business Plan to achieve, in stages, the identified priorities of the Adopted Herstmonceux Parish Neighbourhood Plan. This plan ensures that development and maintenance of local infrastructure / services / amenities are delivered in a timely manner and in accordance with availability of Parish funds.

    This document provides up to date information to inform the electorate what to expect from the Parish Council and give them confidence in seeing that their Parish is being managed in an efficient, forward-thinking and effective way.
