Financial Responsibilities

The council is responsible in law for ensuring that its financial management is adequate and effective and that the council has a sound system of internal control which facilitates the effective exercise of the council's functions, including arrangements for the management of exposure to risk of financial loss or irregularity.

Herstmonceux Parish Council's Financial Regulations and Standing Orders ensure Proper Practices to ensure the council meets responsibilities and requirements.

    Financial Regulations govern the conduct of financial management by the council and may only be amended or varied by resolution of the council. Herstmonceux Parish Council review and re-adopt their Financial Regulations between May and July.

    Financial regulations are observed in conjunction with council's Standing Orders and the council's financial regulations relating to contracts.

    The council's accounting control systems must include measures:

    • for the timely production of accounts;

    • that provide for the safe and efficient safeguarding of public money;

    • to prevent and detect inaccuracy and fraud; and

    • identifying the duties of officers.

    These financial regulations demonstrate how the council meets these responsibilities and requirements.

Current Contracts Awarded & Value of Content

Grounds Maintenance at Herstmonceux Recreation Ground, Lime Cross Sports Field, Village Green (Denefield) and Posey Green at Windmill Hill.

The contract was awarded to Honeysett Groundcare, who were appointed for the period of 01 April 2022 to 31 March 2025. The contract is awarded and the accepted contract figure is £7,725.00p/a, for the duration of the contract.

Parish Urban Verge Cutting along the Highways, locations as agreed by ESCC

The contract was awarded to Commercial Services Ltd, who were appointed for the period of 01 April 2022 to 31 March 2025. The contract is awarded and the accepted contract figure is Yr1 £3,838; Yr2 £4,030; Yr3 £4,151 for the duration of the contract. Commercial Services Ltd later withdrew from the contract before the end of year one.

A new contract was issued to Honeysett Groundcare, who were appointed for the period of 01 April 2023 to 31 March 2025. The contract is awarded and the accepted contract figure is Yr2 £7,000; Yr3 £7,000 for the duration of the contract.

Parish Hedge Cutting

The contract was awarded to Commercial Services Ltd who were appointed for the period of 01 April 2022 to 31 March 2025. The contract is awarded and the accepted contract figure is Yr1 £1,995; Yr2 £2,095; Yr3 £2,158 for the duration of the contract. Commercial Services Ltd later withdrew from the contract before the end of year one.

A new contract was issued to MT Goodsell, who were appointed for the period of 01 April 2023 to 31 March 2025. The contract is awarded and the accepted contract figure is Yr2 £3,345; Yr3 £3,540 for the duration of the contract.

Public Areas Maintenance

The contract was awarded to MT Goodsell, who were appointed for the period of 01 April 2022 to 31 March 2025. The contract is awarded and the accepted contract figure is Yr1 £2,525; Yr2 £2,615; Yr3 £2,710 for the duration of the contract.

Street Furniture Cleaning

The contract was awarded to Extreme Clean who were appointed for the period of 01 April 2022 to 31 March 2025. The contract is awarded and the accepted contract figure is £340 p/a for the duration of the contract.

Precept

The Precept is that element of your Council Tax that is paid to Herstmonceux Parish Council.

Every year, the Parish Council draws up budgets and calculates how much money it needs for the next Financial Year. These are usually finalised at the January Full Council meeting and then submitted to Wealden District Council (WDC). WDC co-ordinates the other demands from East Sussex County Council, the Police and themselves and come up with the rate to be paid from 1st April of that year.
